CHATTO, DILG push for BEA 2 Cites BEA accomplishment

Local Government Units (LGUs) begin process to comply with requirements for the implementation of second batch of projects under the Bohol Earthquake Assistance (BEA) program.

Gov. Edgar Chatto and the Department of the Interior and Local Government (DILG), headed by Provincial Director Ma. Louisella Lucino, on Friday gathered mayors, municipal planning officers and municipal engineers in a meeting to bare requirements for the upcoming assessment and evaluation visit of the Office of the Civil Defense (OCD) this February.

Based on the initial list of proposed projects for BEA 2 submitted to the DILG, the program is currently pegged at a total of P2.2billion.

Chatto expressed appreciation to LGUs for enthusiasm in submitting respective reports for the proposed BEA 2 especially as commitment to the implementation of the first tranche of BEA has successfully yielded positive results.

Even as compliance process for the first batch of BEA projects was underway, LGUs have begun preparing documents for the proposed part 2 of the local government infrastructure rehabilitation program.

As of January 28, 2016, DILG reports 600 projects completed out of the total of 1,063 projects in 44 LGUs for the first batch of BEA funds.

According to Lucino, out of the total number of projects, 1,050 programs of work have been approved, 1,054 issued Certificates of Fund Availability (CAF).

Total funds released by the Provincial Government to LGUs total P1.85Billion for 1,026 projects, as funds are released in two tranches per agreement.

317 projects are ongoing, 98 are on procurement process, while 35 are on pre-procurement, Lucino said.

BEA funds the rehabilitation of local government infrastructure including municipal halls, multi- purpose halls, barangay halls, health centers, day care centers, and waterworks systems damaged during the earthquake.

Representatives from DILG Central and Regional Offices joined Friday’s meeting with LGUs.

Gov. Chatto also took Friday’s forum as venue to present IP Phone Communications Upgrading and Integration Project for LGUs and Philippine National Police (PNP) stations across the province.

The project is aimed at increasing collaboration and enhancing communications between Provincial and municipal offices, effectively networking the entire province also specifically for purposes of emergency response.

The Provincial Disaster Risk Reduction and Management Council (PDRRMC) is working to expand quick response services, also resolving to establish a satellite office for the Telephone and Radio Systems Integrated Emergency Response (TaRSIER117) in Ubay, while LGUs are also working to strengthen respective quick response teams.
